BIM mandates around the world in 2026: where modeling is now the law

Ten years ago BIM mandates were a Nordic curiosity. In 2026 they are the default condition of public construction across most of Europe — and the common thread is that every mandate eventually collides with the same problem: existing buildings have no reliable data.

The map, country by country

• United Kingdom — the pioneer: BIM Level 2 has been mandatory on centrally procured public projects since 2016, now evolved into the UK BIM Framework and the Information Management mandate under ISO 19650.

• Germany — BIM mandatory for federal infrastructure projects since 2020 (Masterplan BIM), expanding into building construction.
• France — massive public push through the Plan BIM 2022 programme and digital permitting initiatives.
• Italy — progressive mandate by contract size since 2019; since 2025 it reaches public works above €1M, one of the lowest thresholds in Europe.
• Nordics & Baltics — Finland, Norway, Denmark and Estonia have required open-format BIM deliverables on public buildings for years; the Baltic digital construction ecosystem is among the most advanced in Europe.
• United States — no federal blanket mandate, but GSA has required BIM for major projects since 2007, and state DOTs, airports and universities increasingly write scan and BIM deliverables into contracts.

The pattern behind every mandate

Each program starts with new construction and quickly discovers the same gap: most public money is spent on renovating existing assets, and you cannot run a BIM process on paper archives. That is why every mature mandate ends up demanding as-built capture: point clouds with documented accuracy and models in open formats (IFC alongside native).
